A collaborative approach to the promotion of French language services (FLS) is critical to the active offer concept. Implementing an effective promotion plan will facilitate the seamless delivery of French language government services.  

This strategy targets two groups:  one internal, the other external.  The internal group includes service providers:  people responsible for making decisions regarding FLS implementation and employees who regularly implement FLS and who have frequent and direct contact with users.  The external group includes service users, the French-speaking public and Franco-Manitoban organizations and their members.

The implementation of this strategy requires that administrative bodies work with the Francophone Affairs Secretariat and with representatives of the Franco-Manitoban community (in the case of the general public) to ensure that both groups know what services are available and how they work.
